I'll do anything to avoid cutting out meter diffusers by hand. This project solved that problem.
You can make your own die cut meter diffusers. It just takes a steel die, and a die press. The die is ordered from China. The die press can be purchased used. Total cost about $80. Or use your bench vise as a press and save $40.
I found die makers on a web site that craftspeople use to buy and sell. All the die maker needs is a drawing of what you want. I used this drawing to order a die for the small meters found on the majority of Marantz 22xx and the 2325 models:

The Sizzex die press is widely available used. It has to be modified to work with the die I purchased. Spacers were inserted to increase the die height that will fit in the press:
It will cut through 6 layers of 48# vellum and returns 12 diffusers per letter size page:
