Marantz 125 no output

Hi tuner experts I’m working on a Marantz 125 tuner which has no output I suspect a power supply issue there is no output for AM and FM bands and the tuner meters does not move.

I got zero voltage at test point j404

h407 I test approx 14v on emitter and base points
H403 I test 41v emitter, 44.3v collector and 41.9v base

the caps have been replaced

the transistors have been replaced
H407 original d315
H401-2 ksc1845
H403 - ksc2383

zener diode was checked and replaced but seemed to make no difference h404

what else should I check to narrow this down? Thanks!

If you have 14V at H407's emitter and 0V at J404 there's a break on the PCB between those two points:
