Marantz 2270 FM voltage issue ?

Got this 2270 - it has been fully recapped- I mean absolutely every single board. Works flawlessly in every mode besides FM. FM is extremely faint even at 2 o’clock volume ! Stereo light is also extremely dim when in FM mode. Signal stength meter works well but ive noticed the fm tuning meter seems to be dead as well. Measured power supply voltage J804 & J805 to start and it seems to be bouncing all around - again fully recapped, new relay etc.

Scratching my head over here as to whats wrong.

Can you desolder one end of R803 and measure the value of it?
The tuner power comes from J801 and it is supposed to be 13.5V. You are having 0.8V less and I don't know that a 0.8V difference in voltage will make the tuner non-working or not. I would check the R803 and if the value is 150ohm I will keep it and replace H803 with MJE15030.

If AM works perfectly then the voltage probably will not be an issue. Is the tuner is aligned during restoration?
 
Okay, I was wrong regarding the resistor number on board. This is I think 10ohm 1/2W resistor. Can you tell me the color code it is a little difficult to see.
Do you have any big white ceramic resistors on the board? According to the schematic, it should be R013.
