Marantz 5030B Cassette deck, Where does this part go?

I received a Marantz 5030B cassette deck from someone who gave it to me. It was in pieces as far as transport section. I got it back together except this part. I already ordered a belt kit and cleaned it up, This is the only part left. I checked the SM but I can not find it. Anyone know where it goes?

Looks like the Counter mechanism support bracket, towards the top right of the pulley in the pic:
