Marantz SR7000G Goldface w/ Tuning indicator not working, low FM sigs

I'm working on a sweet goldface SR7000G. All inputs sound great. No problems--but the TUNING indicator is sitting on the leftmost red LED. Nothing moves it. SIGNAL STRENGTH is fully lit when indicating strong FM signals. FM output seems lower than other inputs, however, even when sitting dead on a solid local FM station.FM MUTING MODE only works in MONO, which is to say all signal is muted in STEREO mode. I'm using a relatively high-gain rooftop antenna, so that's probably not a factor. I don't have an FM signal generator, however. I've inspected connections, cleaned pots, tapped on and sprayed trimpots with DeOxit. Where should I be looking to bring this apparently attenuated FM signal up to snuff?
Any suggestions gladly considered. Thank you.

I don't know anything about this receiver, but it sure looks like there is a problem with the FM detector (aka "discriminator"). It might be just that the discriminator null point is out of adjustment, and it may be possible to do that adjustment without an FM generator. You would need to find a service manual (I don't know where), identify the FM alignment step that calls for some voltage to be measured & adjusted to zero, and find an appropriate tool to make the adjustment. (The adjustment will be of a ferrite core in a coil. If you try to adjust it with a metal tool, you stand an excellent chance of destroying it, and a poor chance of getting the adjustment correct even if there's no destruction.)
