Mcintosh C32 static/pop when turned off

I just restored a C32 with all new electrolytics and ribbon cables. It sounds truly fantastic and is functioning perfectly except for a pop/staticy noise at power off (no noise at power on). I’ve seen a few threads with similar problems but no clear solution. Has anyone solved this? Could it be a failed non-electrolytic related to the power switch?

How are you determining it's the preamp and not the power amp? Do you hear it in the headphone output? Are you hearing it on the monitor output through a set of speakers?
 
I’ve used this amp for a long time and I’ve never had a pop before. Also, I turned off the amplifier first, yet still hear the pop from the preamp. Yes on the monitor output. I don’t have headphones with a plug to test that output but will get an adapter and try it.
