McIntosh Mac1700 tuner issue

I have a mac1700 that has worked flawlessly for years. This unit is not always in rotation. Fired it up this past week to find that the tuner was not working. here is a brief description and the steps I have taken so far..
(all other functions ok sounds really good)
1 6au6 was dark and a slight hum when tuner was seleted.
Changed/moved the four 6au6's to different sockets---hum increased and was present in all input modes
Replaced bad 6au6 Also replaced 6ea8 12au7 with NOS GE tubes

Hum gone and is tuning
MPX light is on all the time even when not in tuner mode
Tuning meter does not move and is in center position
All stations are extremely distorted
muting switch seems to be doing the opposite (louder when on--softer when off) ???
Next step is to replace the other three 6au6's but they look fine--have not been tested

HELP !! any ideas

Do you have service manual of the unit ?
Did you check every voltages lines ? It sound like a missing voltage
You said "fired up past week " did you found precisely what component was burned ?
 
I start all MAC1700 with the same parts replacements C62 in the tuner and C134 in the power supply, these updates take care of many problems....
 
well better late than never
replace all tubes in tuner section with GE NOS
1700 is back in service with no issues
