McIntosh MC901 and Luxman C-10X

I paired McIntosh MC901 +Luxman C-10X pre-amp, and compared that combination with MC901 + McIntosh C12000 pre-amp. The output level of MC901 + Luxman C-10X is about one-half the output level of MC901+ C12000. Everything else in the system remained the same for the above two configurations. Can someone help me understand? Thanks.

The Luxman is designed with a 1.0 volt normal output, but with a very high max out put rating. The Mcintosh is rated at 2.5 lots or about 7 db more as its optimal output. It also has a relatively high over all maximum level, too. The Luxman is rated at a lower distortion than Mac be cause the MAC is using tubes in some of the amplification stages, but not all. MAC doesn't make a pure tube pre-amp any more.
