MCS 3233 Meter Issue

Hey all,
I have an issue that has been lightly addressed in several MCS posts but I wanted to post my specific problem here and see what kind of answers I could come up with. I grabbed an MCS 3233 and a direct drive qudraflex reference from FB marketplace. WOW both work for $50? lets ask the seller 2 times, lets ask 3 times, he says they both work great $50. LIAR LIAR PANTS ON FIRE.... The Quad needed a stylus so I put a whole cartridge I already had on there, cleaned up and works great, sounds great. The MCS another story.

I hooked this guy up,got the normal speaker bump on power on, heard some static and then nothing when turning the tuner. then I get a little occasional static, light volume, then spurts of volume then nothing. I start with CRC cleaner. power off and spray and work all the switches, seems the culprit was the Tape Monitor dial, Volume dial and especially the Tone Defeat switch that was muting everything. Long Story but cleaning all these got this thing backup and running. Here is the remaining issue...

The Tuning Meter was sticky but I was able to disassemble everything and coax it to work. (dont know if it has full range but it moves enough to look cool). The issue is with the Signal Strength Meter. It does not sit at zero and I dont get a bounce out of it. When the unit is off I put the DMM on it to test resistance, I am supposed to get a bounce out of it and ...nothing. I get a weak here and the MA reading when I test across the two leads with the unit on in DC V mode. My question is, is there anything else I can do, can I test the leads at the tuner board, can I get a replacement. Any input is welcome, I am pretty green so if I did something wrong let me know. Thanks a ton, I would love to get this thing rockin again.

There is probably an adjustment opening on the back. Might be a piece of tape over it that you will have to puncture. There should be a small screw, which controls the tension, and a little fork shaped lever to set the zero rest point. Sometimes playing with the tension screw can free them up. What resistance did the meter read across the terminals? Alot of MCS meters are 680 ohm.
