Miracord 50h is giving a very heavy tracking force readout

I'm new to turntables and I'm having trouble adjusting the tracking force on my Elac Miracord 50h. I just installed an M97xE and it's supposed to track at about 1.75g with the stabilizer brush active. I've tried weighing the arm with a tracking force gauge and even at the lowest weight setting, it still gives me a readout of over 3 grams. I can't seem to get down to 1.75. I've tested the scale with some coins and it seems to be giving an accurate readout. Do you think I'm measuring incorrectly somehow? Any help is much appreciated.

Was the arm balanced and counterweight zeroed before setting the tracking force?

Don't know if you watched it but this is pretty much exactly how I balance both my 1019 and 50H.

If you're balancing either of those by adjusting the counterweight after you've zeroed out the arm, you're doing it wrong. All of those arms are set with an adjustment dial on the side of the arm, after the counterweight is zeroed out.

The adjustment in the video is basically the same. The only difference is that after you zero out the Elac or Dual, you set vtf by adjusting the side dial. In the video, the dial is on the counterweight. But I can see where that could be confusing.
