Mitsubishi Lt 46 Controls non-responsive. Help.

This Mitsubishi LT 46 came with the arm in lifted position. The light for speed and size of 30" and 33rpm are indicated. None of the front controls work and the arm remains motionless. What might be a remedy for this? Oh. The platter spins.

Check for a belt drive arm tracking mech with a bad belt and/or gummed lube on the arm sled glide rail.
