NAD 5220 not spinning, motor tested.

Hi great minds of AudioKarma,
This is my first post (just in case you find it in wrong section).
First of all poblem in question and later few words about myself.

Issue: NAD 5220 CD player
symptoms: powers up, loads discs, laser seems to be operational but disc does not spin,
troubleshooting so far: tested motor with 1.2v battery and that part works, tape supplying power tested.
I took couple measurements of voltage just after it goes through bridge rectifying diodes (compared with service manual schematics) and in couple points it is too high 12 instead of 10, 11 instead of 9. Not sure if that might be the source of issue.
For some reason I dont trust power transformer secondary voltage, between red wires its showing as almost 22V AC (according to drawing I think it should be around 18V), between blue wires I have 12V (according to schematics I think it should be 10V).
Any advise/guidance will be much appreciated.
Iv attached service manual just in case.

After digging through formu I found post by dr*Audio in troubleshooting CD players,
... After the player correctly senses the home postion, the focus search starts and the laser pickup lens moves up and down. If the lens doesn't move after the pickup finds home, either the pickup is bad or the cable for the pickup is broken, or the drive IC is bad, or there is a power supply problem....
Looks that my issue is the laster, it slides in and out but does not move up and down. I will need new laser.
