Need help with a CA-800

I've been tasked to diagnose a CA-800 amplifier for a family member, everything works totally fine, but the power meters spike to 5/5 and the VU stays at maximum. I have the whole thing apart currently, not seeing any burnt resistors in the path to the power meters (or anywhere else really). Any ideas about where to check for an issue like this? Any help would be appreciated, I currently have the service manual for the CA-880 but not the 800.

I have a Fisher CA800 that the power meter acted that way when I got it. It had a blown STK0080 power pack.
 
i had a ca880 that did that. check for cracked solder joints.

the amps are different but the one i had, had been dropped at some point and the ceramic resistors on the ps kept their momentum and blew out the traces on the pcb.

similar symptoms.
