Need more output from tube tuner

I have a nice Sherwood sv3000-V
If I run it directly to my amp I get tons of volume..
The issue I had was no bass or treble control.
A friend had a passive box he built the allows for bass / treble adjustment but at a loss of volume because of resistors etc.
Is there a simple way to increase the output of the SV3000 ?
Ie: resistors at the output?

Resistors at the output will resist. It's what they do. So it would only lower the output. A passive device probably isn't the way to go. All the passive tone controls I've seen can only reduce bass and treble. Turning the bass and treble all the way up using passive tone controls is flat. Like active tone controls set to center. You really need active tone controls so you can add bass or treble past a flat setting. You have to add an active preamp with tone controls. Another way to do it if your using the volume control on the tuner is to use something like a Schiit Loki. The Loki is an active tone control box without a volume control. They come in several versions from 4 to 6 tone controls. They also have a bypass switch.

Is the tuner restored?
Have the tubes been tested?
Have you tried running it through a preamp?
Have you tried other sources through the same preamp?

Get an equaliser and run the tuner through that to the amp. Lots of vintage solid state EQs available.
I haven't used an EQ with sliders in so long I keep forgetting there are so many out there to be had. You weren't cool in the 70's or 80's without one.

Never have used equalizers and haven't touched a tone control in years and I started in the mid 70's. They always seemed and even saw it in practice the people who had one were never sure if it was really sounding it's best and were always chasing the sound. Even with apps that give choices of different sound profiles I always go back to flat. Closest I've come is moving the cross over point of a sub

I tried one back in the 70's. It didn't stay long. I don't have tone controls in my main system, or in several smaller tube systems I've built setup around my bench. I use a line stage tube preamp in my main system and built two more I use in a couple of the smaller tube systems. A couple don't have a preamp at all. Those either have a volume control installed, or I use a passive pre/input selector. Even my garage system is just a Crown power amp that has gain controls with an adaptor cable plugged into it for streaming Pandora from an old smart phone. Like you, the only EQ I have is the frequency range control on my sub. With tube gear you can find an EQ, or overall tone you like by trying different brands and types of tubes.
 
Passive tone controls are very lossy. They cannot provide boost, so "flat" is simply a cut of some number of db across the board. When you turn up the bass or treble, it simply stops cutting. Depending on the range of the adjustment, thats how much loss its got. Output from this thing is probably somewhere in the 0.25-0.5 volt range so there isn't a ton of signal overhead that you can afford to throw out.

also mind the output impedance. I don't know if this one has a buffer internally without digging up the schematics but some tube things have high output impedance and cannot work into a low impedance load. No clue what an eq presents load-wise but it may very well be too low for it to deal with.

You need a real active preamp. If you added a gain stage to make up for the loss in the passive tone controls, you have effectively created a less-convenient active preamp. Normally they stick all this in one box, the gain stages compensate for the losses in the tone controls.
