New and in need of help

Hey all! Electrician trying hobby with audio repair. Couple vintage components I'll probably post about, but today is an Integra DTR 70.4 I bought as not working on eBay.

No standby power. 2 relays have 120v at the line contact, nothing at the load. Looks like the coil shorted (supposed to be 9V, has 41V and continuity). Checking other components and finding e caps reading 150% their vale (ie, 1500mf instead of 1000).

Also, is this white silicon from Integra? Do they really do such sloppy work on their "high end" systems?

Question:
1. Should I replace all the PSB caps and see if the problem is fixed?
2. Replace the PSB (where can I go)?
3. Something else I don't know?
