I have one Technics SL-2900 (Panasonic RD-2900). (maybe a Technics SL-1610?)
He doesn't come with manual and i don't find anything about the Technics sl-2900 or Panasonic rd-2900 on the internet.

I try the "Technics Baerwald Arc Protractor", don't work at all. I did everything like the instructions said, but don't work. The stylus don't even start, just jumping, i lift to the middle of the vinyl and keep repeating tracks.

So i decide to follow the Technics way on the manual to change a cartridge, from the rear of the rubber washer and keep square with the headshell.

Anyone can help me?

That looks like a relabeled SL-23. And the behavior you're describing is probably not an alignment/protractor issue. It sounds like you need to balance the arm and then set the appropriate tracking force for your cartridge/stylus. Or the stylus might be worn and in need of replacement.

It is not the same turn table, same principle.
 
I'm really worry about this. 4 days already trying every single thing! I don't think it's problem with the weight because i did right like this guy tell on the video, plus i have a precision balance. The stylus tip can follow the arc on the protractor, so the arm it's correctly distance, the cartridge as well. God damn!

Use a bubble level or spirit level (sitting on the platter) and verify that the turntable is leveled out correctly. Also you can try different anti-skate settings. If neither of those help then you might have a damaged tonearm bearing, broken anti-skate mechanism, or other mechanical issue with the turntable.
 
Finally, finally thanks god i fix this problem.
First of all, indeed the platter was not on level, fix!
After that, i try again and the same problem. So when i observe the stylus jumping, i saw that the cartridge/tonearm was not moving clear, then i think: "Maybe when i take off the tonearm i remember that was some kind of lube." I re-lube, and guess what? Works fine! Right now i need to buy a new stylus, too much test. Anyway i did the Technics Baerwald Arc Protractor.

This is the place where i re-lube (This is not my tonearm, but has the same thing, sorry i don't know the name of this part):
