Nine G Tone Control

Hey Kenwood Gurus. I have a weird issue with a Nine G. I noticed a tone control issue but only on the right channel. Bass Mid and treble on the right side have no level control. When it is completely turned down you have nothing then you have to turn it to 10 to get any change. Never ran across this one. Anyone have an idea?

I have removed the tone board and checked all caps. They are all within spec. Some of the transistors are a little high in voltage. But all three Potentiometers on the right channel have somehow gone bad. I pulled the bass pot out and there is little to no reading on the DMM on right channel. Left channel is fine. I disassembled the pot and cleaned it, checked it and still no reading Kinda scratching my head on this.
