No Power to Teac X-7 / X10 Capstan

I have a Teac x-7 that fast forwards and rewinds with no problem. When I hit play, the rollers engage, but the capstan motor will not turn. I have checked the voltage to the capstan motor and it reads 0 volts. When I connect the capstan to 9v directly (via the PCB) it turns and the reels move. The capstan motor is fine, but it seems that there is no voltage going to the capstan controller board. Any suggestions for next steps with troubleshooting? Thanks.
