Ok, considering surgery on my Setton RS-440

Within the past month my Setton RS-440 has developed a nasty high-pitched oscillating noise when "phono" is selected. I tried cleaning all the pots and switches, redressing the cables, even switching out the power cable, and nothing has helped. The noise is there whether I have a turntable connected or not.

I'm wondering if this could be bad capacitors and if so, where to start looking. I have the service manual. Should I start with the preamp board? I've done a bit of cap replacement but this would be my most ambitious project by far. Any advice? BTW I believe the guts of the Setton are similar to the Lafayette LR-555A.
