Onkyo FM tuner about 4 mhz out of alignment!

Touching the knob turns off AFT. i.e. the 'Lock'. If you tune to the center of a station while touching the knob, and it goes off frequency when you 'untouch' the knob, then the FM detector is misaligned. See FM Alignment step 1 page 9 of the manual. Voltmeter across R124 (TP101), tuned to a quite spot (no signal) and carefully tweak the backside slug of L101 for zero volts. skip steps 2, 3, and 4 unless you have the proper test equipment.
 
He's got offset in both FM AND AM on the dial. Sounds like the dial pin is hitting the stops on the LOW End BEFORE the tuning cap fully meshes, and the tuning cap fully opens before the dial pin hits 104.5. I got a funny feeling I've seen this symptom before and it ended up being the pin slipped on the string.

Onkyofans. Can you open it up again and tune it all the way to the bottom end of the dial by the pin (when it stops), and take a picture of the tuning cap. Then run it all the way up to the stop on the other end, note the frequency that it stops at and take another picture of the capacitor.
 
I should have been more clear... I was addressing only the apparent tuning shift when touching the 'knob'.
