Panasonic RS-800AS program selector light remaining on when Cartridge out?

Does anyone know if the program selector lights (only each single light) on a Panasonic RS-800AS 8-Track Player Deck is supposed to be lit ALL the time when power is on to the unit? Wherever the program is at when you pull the cartridge out that light (only) stays lit. (does not go out...) Did this Model actually do this..?

Never saw this before on an 8-Track deck and does not seem at all right to me... Everything else works fine.

If this is not correct - is there a known fix for this problem?

I had the exact same issue on one that I was working on. Previous owner had tried to replace the tape on-off switch and wired it wrong. orange should be on bottom the two red wires should be on top.
