Panasonic Se-2819 and Technics Sl-220

I found a Panasonic Se-2819 on eBay for 20 bucks and I tried looking for information about the model but nothing comes up. The model seems to have a preamp built in and as a beginner to vinyl on a low budget I'm interested to see if it's even a slightly ok turntable.
There is also a Technics Sl-220 with no belt for 20 dollars. Is that a good deal?

That Panasonic (if it’s the one I’m seeing) is an all in one unit where the whole stereo is contained in one piece, just add speakers. It is not likely to sound good.
The Technics is a whole different animal. It’s a fine turntable and could be a part of a nice setup. You’d of course need the rest of the system (including a phono preamp).
 
Belts for technics turntables are cheap, but make sure this one includes the headshell (which will probably cost at least another $20). And of course budget for a cartridge if that's not included.
