Pioneer CT-F550 - need help - motor not working

This is a Pioneer CT-F550 deck. Replaced all 3 belts and idler tire. Was hoping it would come back to life but the motor does not spin.

Shows constant voltage of 14.xx at the motor terminals, when rewind is pressed, the voltage changes to 12.xx.

Is this a sign of a bad motor or is this a circuit problem?

You also can buy new capstan motors from eBay. 12 volt, 2mm shaft, CCW spin. Many to choose from but the quality does not match the Pacific Stereo motor. They are China copies.
