Pioneer CT-F555 - Motor spins on power up

Hello, I have a pioneer ct-f555. Before I replaced the belts I noticed the motor starts as soon as the power is switch on. I changed the belts thinking it maybe help but it doesn't. It allows you to insert a tape since the pinch rollers aren't engaged and it plays fine... but motor is always turning. Thoughts?

I’ve seen it on some decks.

Makes it easier to clean the capstan without a tape inside
