All switches and pots should be cleaned. Pay particular attention to the pots. The Output pot carries the signal to your receiver-if dirty, it will impede that signal.
Clean the heads thoroughly. You can use firm pressure-they can take it-just rub in the direction of tape travel.
You took care of the belt, but there are other rubber parts that may be weak, but if mechanically functional, the transport is ok now-you can wait.
After these maintenance steps are complete, then you would need a calibrated level tape, typically 3kz, and adjust the playback level to spec.
