Pioneer CT-F650 Low Volume/Output

I recently replaced the belts (using WJOE glorious belt kit) on a CT-F650 deck. I have audio, but it is very low. I have to turn my receiver up to nearly full blast to get a decent volume (output vol also up all the way). I have dexoit (D5) the two potometers on the input/output dials. I can't find any others on the board. Any ideas where/what to troubleshoot next?

The meter display does not work as well, not sure if related, but information. It lights up, but does not "meter."

It appears to have been opened before as the door was held shut by a rubber band/speaker wire rig (now fixed) around the power supply.

Bad caps around the dolby chips a possible culprit, probably 220uF or thereabouts. Most of the Pioneer decks I've had had no output on one channel or the other, fixed with recap.

Does anyone happen to have a cap part list for they would be willing to share?
