Pioneer CT-F9191 weak REW and FF

My CT-F9191 has weak FF and REW when it reaches 1/4-1/5 left of the tape. It will slow and eventually stall. Occasionally, it makes it to the end of the tape, but not often.

Playback is fine. It sounds beautiful and will auto-stop at the end of the tape on playback.

The deck has new belts and tires. It also has a recently rebuilt idler clutch and fast wind motor pulley. Any ideas on where to look next?

Thanks in advance!

Did you clean and lube the lap counter? That can slow things down if it's not clean.

I did not. I saw conflicting info on whether to add lubricant to the counter or not.
I'd look into the lube deeper then. Don't want to make things worse.
But cleaning it should remove anything that may have been binding thigs up.

I would check to make sure the brakes are not partially engaged when rew/ff is on, that solenoid could be a little crusty and not fully moving.

You want to make sure the brake yoke is completely free of the take-up and supply reels.
The brake solenoid might need adjusting?
Ive seen where the associated release spring is not installed correctly where the one side is not latched in the yoke after assembly.
Also a few decks actually needed a slight modification of the solenoid mounting to get the proper lift on the brake yoke in the FF/REW mode.
You can reach in the transport with a pick when in the FF/REW mode and manually lift the brake and see what happens?
Note:
The brake is lifted by the main sliding plate in Play. Its lifted by the solenoid in FF/REW.
