Pioneer Double Cassette Deck switching off and on

Hey folks!
This is my first time posting and I'm pretty inexperienced with repairing tape decks. I just bought a Pioneer Stereo Double Cassette Deck CT-W250 at a thrift shop. Since I spent $4 on it, I don't have much hope for it working. It turns on fine but the tape head in Deck 1 is stuck in the up position even if I hit stop. If I push it down and put a tape in Deck 2, it will start trying to play but then turns off and on with a clicking noise. I popped off the top and looked behind Deck 1 and found the moving part that is making the noise. It's a small plastic reverse L piece next to a roll of copper wiring. It keeps moving up and down, making the noise. Any advice on how to fix this?

How loose are the belts? I think I see a mangled bit of rubber belt in your video. You might try replacing the belts and idler tires and see if that fixes the issue. Otherwise I am sure someone smarter than I will chime in soon.
