Pioneer PL-41 Stylus Pressure Ring on Counterweight won't turn.

I just picked up a PL-41 that is in great shape, but needs some attention. All the usual replacement parts are on the way. I was checking out the counter weight last night, and noticed I can't turn the "stylus pressure ring" any further than from 0 to 0.5gm. Even turning it that far was not without effort. Is there a fix for this? I don't want to start "wrenching" on this and damage it, but would really like to get this straightened out. Thanks for any input you guys might have.

Maybe try standing the TT on end and dribble a little oil down the arm and let it soak
 
Thanks for the reply. The counterweight is a separate piece that slides on the back of the tonearm. I've thought about putting some kind of lubricant or penetrant in around the dial.
