Pioneer PL-540 strobe light is out

Hi all, seeking some advice about a strobe light issue on my PL-540. The strobe bulb does not light up when the turntable is on. I thought perhaps the bulb was burnt out, so I bought a NE-2 as a replacement (going off a recommendation on a similar thread about a PL-550), but that doesn't seem to light up either.

I believe the signal for the strobe comes from a frequency divider chip, which I am hoping is not the problem. Could be a faulty capacitor? Or perhaps I ordered the wrong replacement bulb? The part number is PEL-031, but I can't find any info about it here or elsewhere.

Maybe related, the speed is a running a little slow... but I got this turntable secondhand in so-so condition, so I'm hoping the variable resistors are just set slightly off.

I've attached a few photos of the power supply board and a schematic (strobe connects at the NE posts). Any ideas would be greatly appreciated! Thanks.
