Pioneer SX-3700 tuner, excessive filtering

Hello all. I hope I don't butcher the description of this but I have a Pioneer SX-3700 with an odd issue with the FM tuner: I see great signal strength indication however no sound coming out in the 88 to 94 Mhz range. It seems to me that with this quartz lock tuner that there me be an overactive filter condition taking place. As I tune I see the signal strength grow, the directional indicators will help guide me into the center of what looks like should be a strong stereo signal on known local frequencies.

Any ideas? The rest of the FM range from 94 to 109 Mhz I get what seems like acceptable peformance.

Got an analog frontend with a digital read out. I would follow the sticky at the top of the forum on how the clean the front-end first. Watch the front end while tuning and make sure there is not physical interference issues going on while tuning below 94.
