I think your measurements show that Q301 is bad. I posted that link so you have a better idea on how to measure transistors, since you seemed unsure.
When matching a pair of transistors for that application Vbe is most important, then, if you can, match gain.
To assemble the pair put a tiny dab of heatsink compound on the flat sides, face them together, then put some heatshrink around them to hold them together. Put the legs in the correct holes. You may have to drill out the common lead hole a bit to get both leads in. The transistors do not absolutely have to be bonded together, but their temperature tracking matches better if you do.
 
One of those cheap little "component testers" will work to match small transistors. Note that temperature greatly affects the readings, so use pliers or forceps to handle them while matching.
 
New problem, I was taking some voltage readings on the voltage regulator in the power supply and accidently shorted the diode D408. I did not notice it at the time, I hooked my aux to youtube on my computer and it sounded great. I then switched to FM and had no sound, thats when I checked the diode and found it was shorted. I replaced with a 1N5244 and the FM came back to life. then I switched back to aux and nothing....very faint sound at high volume...any ideas? thanks
 
also trying to figure out why R401 33 ohm resistor keeps shorting....I checked the diode D409 and it checked ok.....any help
