Pioneer SX-650, Zero Voltage at Power Amp pin 31

The FM and AUX / mic inputs work. On the flip side somebody was messing with bulbs and the connecting wires, power light also doesn't work. According to the service manual on the power amp board I should get the following measurements:
30 V at pin 30, ,
7.5 V at pin 31 (this is used to feed dial bulbs),
13 V on pin 35.
I measured:
30.36 V at pin 30,
zero at pin 31,
13.6 on pin 35.
My first thought was that the diode D13 is bad but I checked it after removing it from the board and it seems ok. Would it be possible that somehow Q7 or Q8 are bad?
What would be the best way to diagnose?
