Pioneer Turntable PL-530

There is a post on Portland's Craigslist for a PL-530 Pioneer Turntable.

"This turntable needs to be cleaned up. It powers on, the platter spins but probably needs adjusting, the dust cover is beat up, and the arm mechanism isn't functioning (won't move up or down)."

They are selling for $35. Is that too much? Any ideas on what I should haggle for? I want to get it for my brother to tinker with.

The arm belt is probably disintegrated. I don't know how readily available replacements are. Likes like a good price for a fixer upper.
 
I saw quite of few of these on sale when I was looking at TT on ebay and while back. IRRC, they were going for in the $200 range in good condition. Like archie, I don't know about parts, but it seems like a pretty good price.
 
It seems like a good price, but their could be some bad things wrong with it. The ad is wrong in saying there is a separate motor for the arm. The PL570 has a separate one, if I remember correctly, but not the 530...the arm runs off of the same DD motor that runs the platter.
