PL-530 spin speed not consistent

Just purchased a PL-530 off ebay and am having an issue with the spin speed not being consistent. There is a visually noticeable slow down then speed back up every revolution. Seems like it gets stuck or struggles just enough to slow it down. Have tried adjusting the speed, and the slow down happens at the same point in the revolution.

I have used deoxit on the speed adjustments, looked over all the wiring, and pulled the motor to see if there was anything causing a tight spot or something obvious. Nothing has had an impact. Everything looks clean and intact.

Could the power supply be causing this? Or is it due to a bad motor? Any suggestions anyone could offer would be great.

Have you also sprayed the internals of the 33/45 switch (not the linkage, but the actual electrical switch)?

It won't be the motor. These direct drive motors were sealed and seldom go bad. I'd deoxit again--make sure it gets well into the internals of the pitch controls. If no improvement, the capacitors may need replacement.
 
Thanks BobHicks, I just downloaded the service manual from this site not long ago. I went another round with deoxit, but the problem is still the same. No change one way or the other. Any suggestions on testing the capacitors or how to replace them?

As for testing caps a decent digital multimeter at least is required. I believe that most DIY'ers just replace the caps without testing as they are cheep. Allways replace the old electrolytic caps as a matter of course. If you haven't worked on caps before then please make sure you read the warnings here and elsewhere. A cap can retain a large enough current to KILL YOU if not first discharged properly. Search this forum and you will will find the info you need. PM me anytime if I can help.
