PL-8 troubles with azimuth and tonearm

I am trying to get my PL-8 back up and running after years of inactivity. I was looking for a way to fix the azimuth on my headshell, which I just realized has been way off. Having this unit first hand, I was surprised when I noticed it, but it may explain why the cantilever on my last cartridge was so bent after only a few hours use. The headshell is a very tight fit to the tonearm with no way to explain the fault or to turn for trimming. While the top of the tonearm base seems level, the headshell seems to have an awful inclination towards the outer edge of the TT. The only possible explanation seems to be that the headshell has twisted.

At first I tried to use a wedge to get the cartridge body level with its mirror image. But it would take quite a big angle to get level. So I looked for other causes to the problem and ended up undoing the screws of the tonearm to its base and getting myself into more trouble. Now I cant seem to level the tonearm base again.

Any help or suggestions would be greatly appreciated.
