The problem with the test points on the PL-L1000 is that you can't get to them with the unit's cables plugged in. The service manual specifies using a special test cable that I've never seen. However, I had some spare parts and made my own extension cable (actually three cables) so the top cover can be set next to the bottom cover while still plugged in and operational. Then you can access the test points and use an oscilloscope to make the adjustments. If you're feeling adventurous you can separate the top and bottom halves of the unit and try adjusting potentiometer VR4 to see if you can get it working.
If you can find someone in your area with a scope and knowledge to perform the adjustment per the service manual I'd be willing to ship the extension cables to you.
