Because I'm not convinced the crossover is the problem. Swapping them will tell you/us more.

Resistors:
3 ohm/5 watt
3.3 ohm/5 watt

Capacitors:
9uF 100 volt - yellow mylar/high pass
27uF 50 volt - blue electrolytic/shunt

Two inductors, no idea of their values. The long black covered one is for the driver. The other is for the tweeter.
