Problems with Pioneer CT-540

I recently acquired a Pioneer CT-540 cassette deck, and it has a few problems. When in the play mode, the reel on the right won't move. It also won't rewind or fast forward. I do have an idea as to what the problem is, and it has to do with an idler wheel that pushes up against the reels. The only thing is I don't know how to fix it. I read somewhere else that somebody "tightened a spring" and it worked. Where is this spring and how do I tighten it?
