Quad 303: why are you blowing the main fuse?

which version of the 303 is it, early or later, are the overcurrect diodes ok ? how do you know the board is taking 10ma

They seem to be good. I put the ampmeter in between them, and no current was being drawn. Voltmeter read 1V across both diodes.
