Questions about a Dual 522 anti-skate mechanism...

Greetings. I was unable to resist purchasing a "newly serviced Dual 522, belt-drive turntable for my wife, so she would finally listen to her vinyl records. (she will not touch a manual or semi-manual, like my Project Carbon SB Esprit). After mounting a new Ortofon Super 10, previously tested on another turntable, I found that all records, new and older, skipped constantly. Yes, it is on a level surface and yes, I have applied suggested - 1.75gr. - and other tracking forces with a completely reliable, electronic stylus gauge to no avail!
Question. The anti-skating wheel, freely turns in every direction with no resistance. The arm seems to have a Outward, anti-skating type of force to it, just moving it manually to different songs. I have tried all anti-skating setting too! I have never had an anti-skating wheel move and turn round and round and completely freely on any turntable, but it has been decades since I used a Dual turntable! Is this abnormal, which I am guessing it is?

Any thoughts on this issue and problem would be very greatly appreciated!
