Not so sure about the bay being legitimate parts.
I would have thought the P might be the hfe gain code but from what I see there’s Q, R & S.

2SA564 probably made by Matsushita/Panasonic. As @hamrules says, P must be the gain rank. That is an old transistor and it is hard to find full datasheets for it. You can use the Rohm 2SA933, if you can source it safely. Otherwise, you may consider the 2SA1015 (thoshiba, ranks Y or GR (best)) or, the Fairchild KSA1015

For the 2SC536, the best match is the Rohm 2SC1740 but if that one is not available, you could go with KSC945C (Fairchild), or 2SC945 (NEC) or KTC945 (KEC).
Lastly, a bit worse than those, are the KSC1815 (Fairchild), 2SC1815 (Toshiba) rank Y or GR.

EDIT:
I corrected wrong part numbers as avionic points out next.

My mistake. I typed 2SA945C which is wrong. It should be 2SC945C. Thanks @avionic. And yes, the sufix C is very important, specially for the KSC945C and KSA733C because these come with the collector in the center pin.
