I don't think the foam is your problem. If you only have the noise when it's in the cabinet then maybe @lab is onto something.
 
I had one JBL L166 woofer that had a loose turn of the voice coil wire. It was sticking out the back and would hit the magnet when the volume was up enough. Luckily, I noticed the sound before the glue set and was able to save the new foam. Fixing it involved working the spider loose and desoldering the leads so the entire cone could come out. Once out it was easy to remove the one loose turn and resolder it to the tinsel leads. I did that rather than try to re-glue it on as I knew I wanted to put some power to these and though the glue might give out.

If the original owner hadn't told me that they got stuck "out" a few times when the foam was failing I never would have thought that what I was hearing was a loose wire...
