Restored Sansui 500A phono stage issue

Hi all -- I posted here last year with Sansui 500A restoration questions. I've since had it restored by a local pro. It sounds absolutely incredible with my CD player, the tuner, and my reel-to-reel.

BUT -- the phono is significantly quieter than any other input. So much so that I have to really crank the volume. And when I crank the volume, there's low-level staticky noise. Is this normal with this receiver? Or do I need to go back and see the tech who restored it? He guarantees his work within 90 days.

I just tested things a bit more. With the volume turned up to about 2 o'clock, there's kind of white noise, relatively soft, and an intermittent sound in only the right channel that sounds like wind hitting a microphone.

With nothing connected to the inputs, the staticky sound is slightly louder, and the windy sound remains.
