Revox B285 receiver volume scales up when unplugged

The typical revox cap issues created a bunch of problems. I replaced all electrolytics. Frako, phillips, and Rifa all replaced. Changed out the LM337 because it got hot prior to the major cap work. Most problems got resolved but some problem are still there. One of them is that the volume will not maintain its user volume position once its turned off then unplugged. Plugged in it holds the set volume at turn off and turn back on fine. When I unplug it then plug it back in and then turn it on, its at full volume. The volume top and frequency memories all are OK and hold fine when unplugged but the volume will go up to whatever the volume top setting is when a power outage happens or if you physically unplug then replug the unit in. Its scary because it can blow the speakers up if I dont keep the volume top at a low level because of this, mind you, I dont keep it up higher than about 20w anyway but I'd like to fix it.(Im 60 lol). 2nd problem is the left channel has a very small click when the relay powers up the amp. It also clicks very faintly if modes are switched or volume is increased. It cant be a cap issue because the problems were there before the recap. Maybe a noisy transistor or IC. If any of you techs can help, I'd sure be appreciative.
