RF Function Generator???

It allows you to pick a frequency and a wave type, and generate that wave as a source or input. So if you want to troubleshoot, or more likely optimize, some piece of gear you can pair one of these with an oscilloscope. You can then run sine waves or square waves or anything else as an input, and monitor the output on the scope to see how well the two match.

From the looks of the thing it should be an old tube unit. I think it has a 6SN7 and a 6L6 as part of its compliment. I've been looking for a frequency generator, but not in the RF range. This unit was likely designed to troubleshoot all sorts of radios, and probably can't generate audio signals except at the upper end of the spectrum (5 or 10 KHz and higher).

This unit probably can embed audio signals on top of the carrier signal in the way the radio signals do.

That is a very, very old unit, and will need significant restoration before you could rely on it.
