Sansui 210 tuner issue

I have a Sansui 210 receiver, which works fine, except for the fm section of it. It only produces static, and the signal meter is always between 4 and 5 (almost max). It does move ever so slightly when I move the dial, however the tuner only produces static. AM works well. I have changed the caps on the tuner board but this had absolutely no effect. Does anyone know what could be the issue? My knowledge in troubleshooting is limited.

This is a WAG, but it sounds like there is a self-oscillation in the tuner section, and it is (just barely) imaginable that it is due to resin left over from the soldering process having absorbed moisture and gotten conductive over the decades. I've encountered that, though just once in half a century or so. Cleaning off the resin cured it.

For sure, you would first want to try cleaning the tuning capacitor as detailed in the "sticky" thread at the top of this forum.
