Sansui au-117 only at the correct volume for a second after turning on?

I found an old sansui transistor amp and it has a weird issue. It seems to be working but only after turning on or off. It gets to the correct volume for a second before going to a very low volume, however the signal isn't distorted. If I keep switching the amp on and off quickly it keeps working. Anyone know what the issue could be ? It doesn't click after turning on so I don't think it has to do with bad relais or something. Maybe bad capacitors? The transistors seem fine.

I wouldn’t trust a transistor in any Sansui.
Does this unit has fusable resistors? They’re slightly off the board and usually a sickish yellow color. They can cause all sorts of issues. They need to be replaced with the same value normal 1/4W resistor.
