sansui au-717 work in northern va?

I have an AU 717 with a similar problem. There is a low level hum in both channels that does not increase with volume. In fact if the volume is turned all the way up in Tuner or Aux you can still barely hear the hum. Now if I turn the speakers off you can hear the hum emanating from the area of the transformers. The amp is with a very good technician (Mufich Audio). He thinks is in the power supply board. I will let you know what happened and how it was fixed.
