Recently acquired am fr-3060 in a package deal with some other gear. Had a new belt included and was told we couldn’t test because no belt was on it, so bought as-is. I took platter off and tried spinning the brass spindle that the belt goes on and could barely turn it. I took it off via set-screw. I then took the two screws out to loosen motor and turned unit upside down to access whole motor. I tried to oil a couple areas to get motor turning and nothing broke loose. Has anyone had this problem or know the fix? It’s too cool of unit to let go.

Take the motor off and apart and soak the 2 bearings in light synthetic oil for hours, preferably inside so it's warm. You could use a solvent to try to flush them before you soak them. Again, warmth will help to soften caked old oil, so a hair dryer could be helpful.
When you put it back together give the bearings a sharp tap or 2 with a screwdriver handle or similar to try to "set" the bearings so that they are perfectly parallel top and bottom.
